The “When Are We Done?” Question

Every CEO who approved an AI budget eventually asks the same question: when does this stop being a special initiative and start being normal operations?

The honest answer is uncomfortable. AI does not reach a steady state the way an ERP implementation does. An ERP goes live, stabilizes, and enters maintenance mode. AI tools keep changing — models improve quarterly, vendors ship new features monthly, regulatory obligations expand annually. The finish line keeps moving.

But that does not mean the program structure must persist indefinitely. The distinction matters: the technology continues to evolve, but the organizational response to that evolution can and should mature from project mode to operational mode. The question is not “when is AI done?” but “when should AI stop receiving special treatment?”

The evidence points to a 24-36 month transition window. Bain’s research finds that AI productivity programs initiated after ChatGPT’s launch (late 2022/early 2023) reach maturity in 24-36 months. HBS’s Frontier Firm Initiative (12 global organizations, March 2026) documents that organizations which sustained AI gains moved from “pilot-rich but transformation-poor” to embedded operations through deliberate process redesign. Companies that completed projects, declared victory, and returned to business as usual saw capabilities stagnate while competitors pulled ahead.

The steady state is not the end of AI work. It is the end of AI as an exception to how the organization normally operates.

What the Steady-State Operating Model Contains

The transition from “AI program” to “AI as operations” involves five structural shifts. Each one reduces overhead while maintaining capability.

1. Governance Moves from Committee to Cadence

During the transformation phase, AI governance requires dedicated committees, steering groups, and approval processes. At steady state, governance integrates into existing management rhythms.

2. The AI Program Office Dissolves Into Existing Functions

Bain finds that successful organizations at scale implement “dual-speed operations — run and change” rather than maintaining a permanent transformation office. The “change” function eventually shrinks as AI becomes part of “run.”

At a 200-500 person company, this typically means:

  • The CAIO role (if one existed) scales back. AI strategy becomes part of the CIO/CTO’s normal portfolio. The dedicated AI leader shifts to part-time advisory or is reassigned to the next strategic initiative.
  • AI champions return to their day jobs. Department-level AI champions who ran pilots and coached adoption become the departmental default — their AI coaching becomes a manager competency, not a special assignment.
  • The AI budget line consolidates. Separate “AI initiative” budgets merge into departmental technology budgets. The CFO tracks AI spend as a line within IT/operations, not as a standalone program.

3. Training Shifts from Programs to Onboarding

During the transformation phase, AI training is a dedicated program — workshops, cohorts, hands-on labs. At steady state, AI competency becomes part of standard onboarding and performance expectations.

Prosci’s research (n=1,107, updated January 2026) describes this as the defining characteristic of AI-specific change management: “reinforcement becomes an active process of continuous readiness rather than a finite goal.” The practical application is that new employees learn the organization’s AI workflows the same way they learn the CRM or the expense system — as part of how work gets done, not as a special initiative.

This does not eliminate continuous learning. AI tools evolve, and employees need to keep pace. But the delivery mechanism shifts from “AI training program” to “ongoing skills development” — folded into existing learning budgets and cadences rather than funded as a separate line item.

4. Measurement Moves from Proving Value to Maintaining It

The transformation phase requires proving AI delivers ROI. Baseline measurement, pilot metrics, before-and-after comparisons. At steady state, measurement shifts from justification to monitoring.

Gartner’s survey (n=432, June 2025) finds that high-maturity organizations “regularly quantify the benefits of their AI initiatives and evaluate success through multiple metrics.” The difference from transformation-phase measurement is that the question changes from “is this working?” to “is this still working?”

  • Annually: Vendor contract renewal assessment, technology stack rationalization, regulatory compliance update

The separate AI metrics dashboard persists, but it becomes one tile in the operations report rather than the centerpiece of a steering committee presentation.

5. Vendor Management Becomes Procurement, Not Strategy

During the transformation phase, AI vendor selection is a strategic decision — evaluating capabilities, running proofs of concept, negotiating enterprise agreements. At steady state, AI vendors join the existing vendor management portfolio.

The ModelOp data reveals the risk here: 94% of enterprises still have fewer than 25 AI use cases in production despite 67% reporting 101-250 proposed use cases. The companies that reach steady state are the ones that ruthlessly pruned their vendor portfolio during the transformation phase and entered operations with 3-5 core AI vendors, not 15.

For mid-market companies, this consolidation matters because the IT team (typically 3-8 people) cannot manage 15 AI vendor relationships alongside everything else. Steady state means 3-5 AI tools embedded in existing platforms, managed through existing procurement and vendor review processes.

The critical budget discipline: this cost must be treated as an ongoing operational line item — comparable to cybersecurity or data management — not as a declining project budget that eventually reaches zero. Organizations that try to eliminate AI spending after “the project is done” lose the gains they captured.

What Distinguishes Steady-State Success

Deloitte’s State of AI survey (n=3,235, August-September 2025) divides organizations into three tiers:

  • 34% deeply transforming — creating new products and services or reinventing core business processes around AI
  • 30% redesigning key processes — AI is changing how specific workflows operate
  • 37% surface-level adoption — AI tools are available but processes remain unchanged

The organizations heading toward a sustainable steady state are in the first two tiers. The third tier — tools deployed with minimal process change — tends to experience what CIO.com calls the “AI killing season”: 80%+ of pilots terminated when boards shift from “what can AI do?” to “show me ROI or shut it down.”

McKinsey’s regression analysis across 25 attributes (n=1,993, July 2025) confirms the distinguishing factor: workflow redesign has the biggest effect on EBIT impact from generative AI — stronger than technology choice, talent strategy, leadership structure, or governance approach. Organizations that deployed AI tools without redesigning workflows never reached a productive steady state because the tools were always an addition to existing work rather than a replacement for old approaches.

Bain’s case study data illustrates the scale of redesign required. One bank reduced campaign deployment from 60-100 days to 1 day, cut staffing from 40 employees with 10 handoffs to 4-5 employees with zero handoffs, doubled customer lifetime value, and increased customer advocacy threefold. That organization reached steady state because the old process no longer existed — AI was not an overlay on legacy work but the way work was done.

The “Never-Ending Phase 2” Reality

Prosci’s Tim Creasey (Chief Innovation Officer) names the central tension directly: AI adoption is a “never-ending Phase 2.”

Traditional change management operates on defined phases with endpoints. Project starts, people adopt, reinforcement sustains, project ends. AI breaks this model. The technology evolves quarterly, new capabilities emerge continuously, and the organization must adapt in real time. The mid-market implications of this are significant. A 200-500 person company cannot sustain a permanent transformation office. The steady-state solution is building what HBS professor Tsedal Neeley calls “change fitness” — the organizational capacity to process continuous, significant change without a dedicated program to manage each evolution.

Change fitness operates at three levels:

  • Individual: Curiosity, experimentation comfort, and human-machine collaboration fluency. Neeley sets the floor: “at minimum, everyone needs a 30% digital and AI mindset — enough fluency to use tools, ask good questions, interpret outputs, and redesign work.”
  • Team: Revised collaboration patterns, clear role definitions, and decision-making authority aligned with AI capabilities. This is where AI coaching becomes a standard manager competency rather than a specialist skill.
  • Organizational: Modern data infrastructure, intentional governance structures, and leadership that treats AI as work design rather than software deployment.

The organizations reaching steady state build this fitness during the transformation phase. Those that treat transformation as a project to complete — rather than a capability to build — find themselves permanently in project mode because every AI evolution triggers a new initiative.
