No OKRs. No quarterly review. No budget line that connects to a P&L owner.

This is where most mid-market companies create AI’s structural problem. AI gets funded as a technology project: a single line item in the IT budget for licenses. The 70% of the cost that determines success — workflow redesign, training, change management — never appears because those line items belong to HR, Operations, and individual business units.
BCG’s 10-20-70 framework (10% algorithms, 20% technology, 70% people and processes) means a 500-person company spending $500K on AI should allocate approximately $350K to people-related costs. That $350K does not fit in the IT budget. It needs to appear in:
- HR budget: Training programs ($75K-$100K for role-specific AI skill building)
- Operations budget: Process redesign consulting and internal time allocation
- Each department’s operating budget: Productivity tools as operational expense, not capital technology
- A cross-functional “AI readiness” line item: Data cleanup, integration work, governance infrastructure ($15K-$45K for minimum viable governance)
Gartner’s February 2026 data confirms the shift: nearly 60% of CFOs plan to increase AI investments by 10% or more, with 88% ranking staff productivity among their top three priorities. The budget is moving. The question is whether it lands in a planning structure that creates accountability or in a technology silo that creates orphaned projects.

- AI license costs appear in the department that uses them, not IT

The distinction matters. A standing agenda item creates a meeting-within-a-meeting. A standing data element means AI metrics appear on the same dashboard as headcount, revenue, and cost.

The Annual Strategic Plan

- Risk: What happens if AI initiatives underperform — fallback plans, kill criteria

The practical test: if your CEO cannot find AI performance data in the same reports used to run the business, AI is a side project. Side projects fail at 80%+ rates. Operating priorities — the things that appear in budgets, OKRs, and QBRs — get the management attention that drives results.
This integration work is unglamorous. It involves editing budget templates, adding rows to QBR decks, and writing OKRs that mention AI as method rather than objective.
